This has me confused. Seems larger populations want lower tax rates?

Also the AI controlling taxes does very strange things, often setting very low tax rates to give very large approval bonuses, when it seems any approval over +15 is wasted?

I had a thought maybe low taxes encouraged migration?

If there is no reason to have over +15 approval surely the we should be able to automate a 'keep approval at happy with highest possible tax rate'.

Either the taxation AI is screwy or theres a complexity to approval effects that I'm missing.

High approval does encourage migration and population growth, as far as I know.

Bottom of the harbour tax avoidance was a form of tax avoidance used in Australia in the 1970s. Legislation (below) made it a criminal offence in 1980. The practice came to symbolise the worst of variously contrived tax strategies from those times.

It influences migration a lot...

peoples view changes to great extent....
