Here's how this happens (best way to reproduce) :

Right-click on a base with friendly and enemy ground units.
Left-click on an infantry unit
Click on "Order deliberate attack"
Then click on "Set all to attack"
Then click on "Exit"

Obviously, you should have no window left opened. Right ?

Wrong, the "Aircraft replacement" window is there ...

Strange, isn't it ? ;)

Not a show stoppper, but somewhat annoying ...

I have seen several instances where the aircraft replacement window pops up for no apparent reason.

For bonus points, try using the mousewheel when you're in a few boxes deep and there's nothing to scroll on that screen.
