OK, running the latest and greatest release of the game and I'm trying to build a research base near a black hole, but the construction ship keeps getting sucked into before it can complete it, so the question what's the trick to keep the thing in a stable orbit and build the base?

Figure out what direction the constructor you will use is relative to the BH, e.g. south, southeast, etc. (you'll need this in a minute).

Go to the BH system, click on BH. This brings up a rotating pink ring showing the limits of the BH.

Pick a spot on a line between the BH and the current location of your ship, about 3-4 ship diameters outside the hole limit. I find it helpful to use the information box at top center of the screen to mark this spot.

Select your chosen constructor from the ships screen.

Build in selected spot as marked by position of information box (since the BH limit is no longer visible).

After much frustration I have found this method to be successful if not as easy as it should be. I would love it if someone has an easier method.

I dont have any problems to position RB at BH: they diamiater is ALWAYS the same, u can build RB with bonuses in ALL system, so no need to selecting BH first and marking stuff...
Just put it anywhere in system (well, actually i never did in outer half of system, but should work the same)
I think i usually put them like 2xBH diamater away from middle (so that accretion disk radius is the same size as a distance of base from edge of accretion disk..)
anyway, since i do it by eye i never lost a ship/base

I've seen several people ask if you can put the facility anywhere in the system wthout losing all/part of the research bonus, but this is the first time I've seen anybody give an answer. I'll try this next time. Thanks.

An easier way is to just build it from the sector map. Hit the zoom to sector view, then select your construction ship, then right click the black hole (just make sure that above the planetary info window you see the black hole system name appear) then "build at ..." and select what ever station you want research/resort etc.

Using this method you never have to worry about the gravitational effect or if you are close enough for tourists to get good pictures just let the ship captain sort that out.
