I was always under the impression that static units were units that contain at leat one static device, and that a static device is a device marked with an * on the LCU screen.
However, there are several LCUs that have a 'Static' load cost but do not contain any static devices. Example: Jaluit Naval Fortress, or other Japanese CD units

So, my question: If no static devices are present, what makes an LCU static?

Devices only show if there are at least one (active or disabled) in the unit.
So in the case you mention, there are probably no actual devices presently in the unit.

This I also found confusing, thinking that there was a bug somewhere.

In a future code patch, I am showing the static device even if there is no current active/disabled ones in the unit.
This should help explain why the unit is classed as static.

OK, thx very much for the info!

One more (for the road): is a static device determined by having a load cost of 9999, by having the Attributes field of the device set at an odd number (ie the first bitmap position at 1), or a combination of both?

Either.
The 9999 load is the original (old) method.
The attribute bit makes more sense and allows an actual cost to be given to the static devices which allows better use in upgrades and replacements.

Dunno if its' related or not, but I have found a few USN base service units that can be transported to theatre from CONUS, but once there, cannot be put back into strategic mode, so they can not be moved elsewhere..Annoying, and I gotta wonder about the historocity of that??

Is "historocity" a word?...No?...Well, then give me the credit!
