Catching willey Jap TFs

I have had an Enemy TF around my one of my island bases for about 5 turns(days). Each turn, his is within range of my TF (not at my base, but at sea and close). Each turn, I move my TF to his postion and he is not there. Now, the enemy TF is over here (somewhere else close to my island base). How do I catch a TF with a TF.
Is just luck to be in the same hex at the same time?

Also, someone in this forum mentioned useing specific admirals and captains to command TFs. I cant find that anywhere in the manuel. Is it possible to designate specific admirals to a TF and if so, how or where in the manuel are the instructions.

When one of your TF is in port (docked), just check the TF screen and the name of the TF commander is shown on the upper left. Just click on his name and a pop-up will appear with the complete range of possible TF commanders.

Yes. Now, if you have your TF set to "React To Enemy" and "Patrol", they will attempt to intercept enemy TFs coming to the base.

When a TF is docked at a port, you can click on the TF commander's name and change him. Its on the left side, above the ship listing.
