'Unknown' usually indicates a non-base arrival.

Aren't Chinese reinforcements supposed to arrive at Chungking and not at Chengtu. In your screen shot Chungking is Japanese.

True

If CHUNGKING is enemy held, they should come in at CHENGTING.

If neither, then it would be 'unknown' until one of them is recaptured.

in the manual is arrival in Chengtu as a second available

Sounds like a mistake due to name confusion.
I'll change it to CHENGTU for next CODE patch.
