This might rate as a feature... Essentially, a ship that runs out of fuel/energy while in motion adjusts its maximum speed, but does not adjust its current speed. That current speed will adjust to a proper 1/3rd speed once you give the ship any kind of new order. I usually see this behavior in hyper-deny zones or with construction ships that have gone AWOL looking travel on impulse to repair a ship in another system...

Reproduction steps: Design a ship with a ridiculous fuel capacity (5000+), and solar panels. Order several of them (say, 20) from a large port.

Watch the 7th or 8th ship. The first 6 or so ships will have drained the stations fuel reserves for new ships to 0, so this ship will start with 0 fuel when construction completes.

As construction nears completion, the solar panels will fill the ships energy reserves...

Order the ship to move someplace not too far out. It will begin to move at cruise speed. As it is now moving, the solar panels quit working. Once the Energy reaches 0, the maximum movement speed is cut by 2/3rds. The ship however will continue moving at the same cruising speed it had been when there was energy (generally 50% over the no-fuel version of max cruising speed).

This might qualify as a feature (is that ship coasting on inertia?) or a bug. I've usually seen this on construction ships in hyper-deny zones that run out of fuel while moving within them. //Torrenal
