Japan vs Allied AI

How to get fuel to Anshan (200 required), Changchun (40), Harbin (80) and Mukden (200)?

Fuel at Port Arthur and Keijo above requested amounts.

Status: offline 		As long as you control the highways and rails - and you have sufficient reserves of fuel - the computer will automatically move fuel to those bases for consumption.

I've held the ports, rails and roads for years...computer doesn't provide the fuel (file attached).

Status: offline 		You do not have enough fuel. Excess is whatever is above 3 x requested amount.

Here is an older file when I had more fuel then requested in both Port Arthur and Keijo...still low fuel


I gave up and shipped the fuel where it would be used.
