I'm pretty sure there are differences in the types of combat ships that are allowed in each as escorts, but also I don't think Cargo TF's can carry troops.

I did....it doesnt.

There is also a lack of explanation about what "max react" does.....or maybe I'm looking in the wrong place.....but I doubt it.

Max react will increment the reaction range setting for the TF to it's maximum possible range.  For most surface TF's, that is 6 hexes.  For subs, it's only 1 hex.

Thats what I figured from the old game. But I was curious how the mechanics work with the new patrol routines and such. Does anyone use the those for subs (as opposed to parking them at choke points)? If so, what has your experience been.

Cargo is for cargo: fuel, supply, oil, resources.

If you want your subs to intercept ships, instead of hoping the ships stop in the hex with them, then you absolutely want to set a patrol zone, even if it's only 1 hex, and set the react range to 1. Same for ASW TF's hunting subs, and SC TF's. I'm pretty sure if you set a destination different from the home port, then reaction is disabled.

Thats a scary thought. That would pretty much mean that the feature doesnt work.

Actually, no. Setting a destination does not allow you to set a Patrol zone. Setting patrol zones is how you get reactions. It seems to work well, and gives the player a way to prevent reactions when they are unwanted.

I don't believe you can load resources into a transport TF. Just troops and supplies. And there are quite a few efficiency advantages to using transport TF over amphibious TF. See the manual section on TF Loading.
