General training is a good way to increase defensive skill. Generally, I would not use it though. You are, after all, interested in some specific skill, not skills in general. The one exception to this I believe would be transport squadrons. I don't believe there is any particular use for the transport skill. Instead, to reduce ops loses, experience seems to matter. In this case I believe setting your transport unit to general training will increase their experience faster. Another use for this would be to use transport squadrons to gain experience for rookies who are then reassigned to a more specialize training squadron. For instance, a rookie is pulled from the replacement pool into a transport squadron where he is given general training up until he is ~45-50 exp. At that point he is put into the general reserve pool and pulled out by a fighter or bomber squadron for the appropriate specialized training, air for fighter squadrons, bombing for bomber squadrons, etc.
