I'm wondering what units Japanese players like to use to garrison captured territories? I'm thinking of using the lower quality 21st army troops (this is scen 2 obviously) and was wondering how some other players dealt with the PITA of garrison reqs.

What territories are we talking about? Like in the Pacific using Naval Units generally works, I threw a few in Burma because all burma basses require 5 garrison, I didn't want to break apart regiments or what not for it.

Not any more, I think. Only Rangoon and Mandalay have garrison requirements after 2nd/3rd patch (scen 1, don't know about others).

Whenever possible, I try to use just the small base forces. So long as I have enough AV support elsewhere, those are good for holding a base that is not expecting heavy attack.

I was talking more about the places with required garrisons - Malaysia, PI, DEI et al. Seems like a waste of Av Support to be using those units for garrisons or are there generally more than enough once things stabilize after a few monts?

Depends. A lot of these rear echelon bases still need the AV support so you can run ASW and Naval Search patrols from them. Its a way to kill two birds with one stone, so to speak. I'm talking more about the Company (8 AV = Aviation Support, not Assault Value) size base forces. So long as they have enough actual assault value, then they work out fairly well.
