Various locations have a Red or Yellow '!' on the map.
Assuming the color has something to do with the supply status?
But what do the '!' mean?

Also it used to be repairs were 'helped' by various ships converted from AK

It used to be that repair rates in major harbors were materially aided by such ships.
I take it that they no longer exist?

A red exclamation mark means that supplies are less than required. A yellow exclamation mark means supplies are less than double the required amount. A red exclamation mark can also mean a base was attacked by partisans because it was not adequately garrisoned.

There are still some xAKs that can be converted to ARs. These ships help with repairs by adding repair points to the port where they are anchored.

very easy questions

The ! is the base supply state. Yellow is less than 2X required, Red is less than 1X

To use repair ships AR just go to the manege ships under repair screen and chose the repair assets you wanna use.

A yellow "!" means supply is short.  A red "!" means supply is critically short.

Ships still help with repairs.  Check out the manual page 245 for a chart describing what different types of repair ships do.  Also, check out the appendix (20.1.2) for a description of the different ship types.

A red exclamation point can also mean that a base suffered a partisan attack due to low garrison.

A red exclamation mark means; pull your finger out, and do something about it now.

Yellow Means the troops have less then double the Beer needed, and Red means you are about to have a mutiny.
