loading rates - quick question

I am facing the fun maths of planning convoys for Japan in the Grand Campaign and want to sort load rates out for some of my ports. In the Mnual it says " Refineries in crease the ship load rate equal to one half of daily production"(this is a cut from a long paragragh that refers to Oil Facilities as well and also daily rates).

So if I have a Refinery of 20 does it increase my load rate by 10 or by 90 (it produces 180 fuel and 20 supply per turn)?

sorted, a little bit of playing shows it is the bigger number so for instance a ship in a size 10 port loads 10,000 units of fuel over a full day (2 x 12 hr cycles) but if a 200 refinery is present it loads 11,800 (10,000 + half of its fuel production(1800) each cycle).
