I have a fleet where they have the starting tech maxos blasters and the starting tech torpedo weapon.

The ships in the fleet don't close to their target enough to hit it with the lasers. They are close enough to hit with the torpedoes.

They track their targets and maintain a certain speed but don't close the distance correctly.

The opposing ships have long range 'green' lasers and are able to hit fine to their extreme advantage.

What settings do you have for "Stronger Opponents" and "Weaker Opponents"?
Make sure it's set to "All Weapons" or "Point Blank"
"Evade" and "Stand-Off" will stay at maximum range of the furthest ranged weapon

If the ships they are fighting are considered "more powerful", your ships might be using the default option of "Standoff". You can try upgrading the design and setting it to "All Weapons" against superior firepower to see if this resolves your issue. If it does, however, your ships may be in greater peril and you may want to also set them to flee at 50% shields instead of the default 30%.

I am using default AI ship design settings. I am not customizing my ships.

You are correct in that the opposing ships are more powerful.
However, the 'Standoff' action with only torpedoes put the ships at an even worse disadvantage.

You don't need to upgrade to change those options, just edit the design (even if you already have active ships of that design)
