Leader/General Trait increases?

Can leaders like Nimitz see increases in their traits from victories? I have been watching a few of them, but haven't noticed any improvement.

According to tracker, leaders can and do regularly increase their leadership/inspiration (in my GC about 2 or three increases per turn). There doesn't seem to be a correlation with victories though; has more to do with training, it seems. Apart from that: it mostly seems to be the lower ranking/lower skilled guys that increase in skill.

All this is from my PBEM, so maybe someone with more authority can comment on this matter.

It is one of the possible alerts. It gives: Turn in which the skill increased, name of the leader and unit it is leading, which skill increased and what the new value is.

Most leaders just increase arithmetically. MacArthur actually multiplies himself.

The only leaders I've seen gain are air leaders in watching Tracker. It doesn't seem to matter whether the unit is in active combat or not as I've seen Soviet ones gain. It only seems that a couple of stats increase (leadership & initiative IIRC). I've not seen any naval or land leaders gain & I've been particularly active in retaking SE Asia in my game vs the AI lately & winning. The only other type of gain I've seen is when a new leader is created for a unit & you see a gain for all stats just because he didn't exist before & now he does so his skills "increase". I'd love to see my other leaders increase too but that just doesn't seem to be the case right now.
