section 7.5.4 Static Combat Units (pg 140 of the E-Book) manual) gives a good summary.

So far I've been using them if I'm hurting for trucks for supplies.  Where is a hard question.  If is summer and you have a quite front say the north or so I would put them in static.  If its winter I would only use them if you have a awesome defensive fortification line and know you can hold the line.  Otherwise you'll problematic loose them to pocketing.

CarnageINC - I think determining that point that you need those trucks is also tough. When are you hurting so much that you need to send units to static to gain the trucks? What is the "tipping point"? Do your operational needs outweigh your logistical needs? For instance, in 8/41 my motor pool looks bleak - 176k(144k) is it? Can I afford to halt a bit to recoup some trucks? I certainly don't want to have units go to static mode, right?

I've only played with static units a bit.  My motor pool is generally in good shape, I try not to move my HQ's around to much if possible.  My logistical needs come first, that effects the army as a whole before a regional operation need.  I've never motorized a infantry division for fear of damaging my overall motor pool.  I'm not a expert in this area, I'm just giving my general impressions of what I've done so far.

I tend to keep these guys mobile for chasing down any partisans that may pop up near by.

Don't you need to keep the city garrisoned anyway while your chasing down partisans? Otherwise your just fueling more partisan activations. And I seem to have more cities to guard than sec divisions anyway sooo.

You have about 32k trucks to spare you're fine for now. :)
you only need 144k for 100% and you have 176k

I won't go beyond half their movement, always having enough to make it back. I tend to put Romanians and Bulgarians in security in south and move everything for German security north while keeping the 2 SS mobile brigades as fire brigades in the north. I have no trouble putting out fires in either area.

This answers a question that I have about the numbers you see in the trucks. So the number in para is waht you need (100%) and the number before that is what you have so you want to have a number that is larger than the one in the para. Sorry for the Noob question and not taking time to dig around the manual for the answer.
