such as a maximum number of ships/bases the game will allow you to have?

baring my computer bursting into flames () would the game allow you to have tens of thousands of ships or more?

I don't think there are.

My current game is 1400+ civilian ships and 350+ military ships.

The only hard-coded limits there are (that I know of):

22 shipsets
40 races
1400 stars (though with the in game editor I have taken this up to 1406...there is probably a point at which you can add no more, but I have not tried to hit it)
research cost capped at 999k

there may be some I am unaware of.

baring my computer is indeed a hard limit
but you could also have the computer slow as a turtle limit and such

i think this game allows you to get there

Isn't the max number of empires topped off at 50? Otherwise I think that's everything.

10 agents, 400 experience to each of them, 30000 for ground troups
there are some other in game limits but they can be changed via the editor so i'll not consider them hard limits (like the number of loros, korrabian and zentabia locations)
