My japanese opponent completed a 1st turn and sent it to me. It turns out he hasn't applied the 06i official patch and is still running 06g. I'm using 06i but haven't opened his turn file yet.

The question is;

is there a way to apply the 06i patch and data changes and continue with his completed 1st turn without problems?

or

does he have to reenter his 1st turn again after applying the 06i patch and datachanges for us to get the advantages of all the changes in 06i?

hope this makes sense and thanx in advance for any feedback.

Technically you can continue and do an update in turn 1 but the best thing would be to restart. Especially as some database updates are not applied to a running game and some update (for example ship changes) require and ship upgrade until they are applied which can take some time.
