Playing the 1941 campaign vs Soviet AI on normal. I have made a screenshot of the production (Logistics Phase Log) at the start of turn 2. Why is the oil produced in only 61 oil centers when the total capacity is 96 (which can be seen in the Productions Screen)?

It is a bit misleading because German and Rumanian oil fields produce 60% of their capacity, so it show effective amount of centers. I'll fix the message to show correct amount of oil centers.
