How do the Germans convert the Soviet rail gauge into German gauge for supplies?

Are the construction and labor attachments unit used to convert the rail?

I cannot find the answer in the game manual.

In game... repair = conversion

check out the rail repair rules... particularly the use of the manual RR repair units.
