I know the patch is underway but just in case......

the naval morale is totally messed up. Somewhere in the program, there is an upper limit that newly built units can be. I have built a series of naval units in one game as Prussia. Their morale as completed has risen streadly until it has hit 4.0. Now, no matter how many docks or barracks I add, it will not rise above this number.

Discovering this got me thinking about naval morale (and I know this has been addressed before but I don't think ever this way). Why did the Brits have such good crews and the French and Spanish such bad ones? Partly from tradition but also from the fact that the British were constantly at sea while the French (and to a lesser extent the Spanish) were blockaded in port and unable to get practical experience.

To that end, I would propose that naval morale be changed. Have each country have a base morale from ships produced as below (all possible countries included, including differences for Revolutionary France):

Base Naval Morale:
Britain & Holland--5.0
Royal France & Sweden--4.5
Revolutionary France & Denmark--4.0
Spain--3.25
Russia & Turkey--3.0
Prussia--2.75
Austria--2.5
Poland--2.25
Bavaria--2.0

To the above, add +0.01 for each COLONY controlled (to represent the practical experience of travelling to and from), add +0.1 for each level of Colonial Warfare I & II (to represent the practical experience) and +0.25 (down from +0.5) for each level of Naval Academies. In addition to the above, all naval units to GAIN morale from battle, using the current land system. I would not have them lose experience because, after all, the ship "strength" represents the battle damage of the ship and not loss of crew per se. Also, ships (unless sunk) would always retain a cadre of expereinced crews.

If the above is done, this would mean that the more basic sailing expereince a nation gets (represented by the bonuses for colonies and Colonial Warfare) plus any combat expereince would produce higher morale crews.

If that is done, have barracks have NO effect on naval operations. Docks would have no effect on morale but allow each 2 levels of docks to reduce production time of ships by 1 month (to a maximum reduction of 2/3 the normal amount).

Hmmm, I'll look into the 4.0 cap -- I thought I'd fixed something like that before.  I'm not sure why there'd be something like that.

Your ideas for modifying naval morale are interesting.  I wouldn't go so far as to eliminate the effects of docks/barracks though since morale represents more than just sailor quality but other sorts of quality as well, including the quality of ship construction.  The British also seem to have provided formal naval officer and marine training, which is what I was attempting to model via the barracks improvement.

If you would like to model the "formal naval officer" training, simply give the British "Naval Academies I" at the beginning of the game.  That would still allow you to eliminate the barracks benefit.

Didn't think of the ship constructing thing.  Perhaps docks give +0.05 per level? 

If you did all of the above, that would mean a British ship constructed at the beginning of the game at Portsmouth would be morale of....
5.0 (base) + 0.7 (70 colonies) + 0.1 (Colonial Warfare I) + 0.25 (Naval Academies I) + 0.35 (docks, level 7)= 6.4
British ships at the beginning of the game range from 6.0 to 8.5.  This would put new construction towards the bottom of the pack but able to rise from combat.

The maximum the British could get new construction (assuming concentrating on that aspect & no change in colonies) would be
5.0 (base) + 0.7 (70 colonies) + 0.2 (Colonial Warfare I & II) + 0.5 (Naval Academies I & II) + 0.5 (docks, level 10)= 6.9.  Powerful new construction but still not equal to the more (combat experienced) morale 7.0 and above ships (as it should be).

Note: doing this (even if you don't take any of the other suggestions for expanding overseas combat) would make colonies more valuable if conducting a naval war, as having more colonies would make your naval more powerful over time.

Thinking about it a little bit more, would it be necessary to give the Brits Naval Academies I at the beginning of the game?  Wouldn't their extra training and such be reflected in their higher "base morale?"  If you wanted to simulate the British training even better, lower the cost of them purchasing Naval Academies.
