Does Sydney in 8/42 have the wherewithall to do CV upgrades on all 4 american carries as a 9 port, or do I need some extra naval support to pull it off? Or should I just bag the idea and start heading for SF/LA/SD? I ask mainly becuase I see the drydock isn't large enough for any of them and don't know if that hampers the effort or not. The manual is fuzzy with a "see the port stuff in a later section" line (that I can't find applying to upgrades).

The shipyard is only a 30 iirc. The Yorktowns and Wasp fit. Sara and Lex are too big.

Check and see what the upgrade requires by selecting the uprade on the ship detail screen. Then, compare that to the shipyard capacity of Sydney. (I think Sydney is 30?) So, if the ship requires 35 and Syndey is 30, then you'll have to go somewhere else, like PH.

Now, from my experience, I think that most if not all of the carrier upgrades can be pulled off at Sydney. I don't ever recall sending a CV back to PH or the WC unless it was severly damaged and I didn't want to clog up Sydney's facilitities.
