That city provides no bonus of any kind! Wait, look there! There is a magical swamp that multiplies my defense's worth by 3! Comrades, For Stalin and the Motherland, everybody jump into the swamp!". Is that realistic? I'm not saying to give +5 fort bonus on medium cities - just a little something like increased supply for HQ units if placed there, or better rolls for HQ units placed there, or increase fortification rate, or decrease losses on defense (without changing the CV results). If you give say +10% supply rate for units in cities (to reflect their road infrastructure), then they will become relevant as defensive positions without changing the game balance.
