It's because that when you have them "in the field" you don't have control over individual airbases, or air groups, and can't set them to not fly missions. This goes for both during either your turn, or your opponent's. You only have the ability to set very coarse guidelines for your *entire* on-map air force. By sending them to the National Reserve, they will not fly any non-training missions, and will recover faster since they will not be constantly attrited by flying missions that you, as a player, have little to no control in avoiding.
