Extra small bases, the private sector, and where is my silicon?

When I colonize a new planet, I build an extra small space station, just to get the ship construction yards going. I send a fleet to accompany the colony ship for protection. The base is size 227 and has no weapons or shields. After the base is built, then I upgrade it to including weapons, shields, and a long range scanner.

These bases should be built really fast right? Wrong. Why? The private sector.

I founded Talisea 1 on 7.20.2755 and the size 227 base was complete on 6.14.2759. 4 years.
I founded Nest on 12.24.2755, Malastari 1 on 5.??.2756, and Oglouris on 5.17.2757. None of the bases are complete on 8.29.60 (current stardate) even thouch Nest and Oglouris have native populations and construction speeds of 125+.

Why? Silicon. Or Silicon and Chromium. No Silicon and Chromium have been transported to these stations. Each station needs 32 silicon and 14 chromium.

Do I have silicon and chromium? Yes

Looking at inventory at only my colonized planets I have 7718 silicon with 248 silicon reserved (this does not count the 32 I need for star bases at several colonies which have no silicon, bringing the grand total to 536).

Looking at mining stations, I have three of them that mine silicon, and they have 5020 in cargo with 0 reserved.

Chromium has similar stats with 9904 being on planets and 197 reserved.

Now, I do have about 40 private sector ships (not sure how many are freighters) in the queue to be built, so I realize there may be a transportation issue. However, this brings me to the following questions:

1. How does the private sector prioritize transport "jobs"?
2. Why does the private sector pick up 32 silicon and take it to one planet, when it could pick up more silicon, and make several deliveries?
3. Why does my private sector sell resources that I have in lower quantities to other empires ?

I think you're the 100th of us who asks these questions, it's one of the private sector imbalances that will need to be fixed. Atm I'm testing a solution where (to use your example) I would build at the silicon rich planets a ship that requires lots of silicon (choose the components that need most silicon and put many of them in the design); then I send that ship to Nest, for example, and scrap it there....instant silicon available for the space port or any other construction you need.
That's my non-private transportation job

Also, Cookie Monster uses trade sanctions against the weaklings of the galaxy to prevent the issue on your third question - or at least limit it a bit.
There are other things that were found out but in the end all of them are workarounds and this will need to be properly balanced at some point.

cargo ships tend to not fill to capacity, so they take excess trips

If we could add cargo to colony ships so they arrive with materials needed to build X,Y, and Z it would be nice :) 

Sidenote: I'm just about to get back into the game after months away.  Need a break from WoW, and this game does it nicely. Before I left I used small ports too.  Usually enough for 2 ships to dock at the colony at a time, sicne my udnerstandign was that without one, one ship can dock. So buildign a port for one ship is silly.

You better be wary of that trade sanction idea. The 20,000 Military strength Wekkarus declared war on me. It didn't matter that I am at 120,000 MS and they are at war with two other empires.

I gave them a disputed mining base to shut them up.

While were on the subject I was thinking my ideal small start up space port would have bare design minimums and a recreation center, commerce center and hospital??? for the bonuses.

Here you will get space port taxes and happier population. The only need for a construction yard is to repair damaged ships and maybe help on a build order from the Build Order screen.

Colony ships arrive with some Caslon and something else. You would have to check the new colonies cargo tab for the details.

Ships can always dock at the planet, but you would have no repair function or space port taxes.

I am using the latest version of Return of the Shakturi. I can provide a save game file, but how should I get this to you? Also, I am using the Battlestar Galactica / Diverse Worlds mod if that makes a difference. So say we all!
