I might have misunderstand something about what these numbers mean but this seem a bit inconcistent.

How much supply do I need to build. Shouldn't these numbers be at least approximatly equal?

Depending on what is in the HQ, it can hold a lot of supply points.

Oh, I think I know what the problem with the abnormal supply consumption was. Last turn was the first turn, the turn I assigned all 132 starting units to new HQs and lost alot of readiness that needs replenishment. The reason it is different is that this turn, the need is much less but the productionscreen displays last turns need.

These two numbers are not neccesarily inconsistent.

The subordinate supply request is a prognosis of the NEXT turns supply.
Last Supply Req. is the actual supply actually used.

You can easily get numbers like this if you have made a scenario, and forgotten to press "set SFTS, LOC ready" in the setng submenu.

In essence what you would have is a lot of units completely out of supply asking for MAX supplies all at once. While on the next turn, they would be asking for their normal supply...

That is on the next move wouldn't they be asking for twice what they will be asking for on the move after that, because "normal" actually means "half" does it not?

Well.. technically... no. Some units, ships for instance, have quite a bit more, if they didn´t they wouldn´t be able to stay at sea too long. But if we are speaking land and air units, that would be right.
