Playing Soviets, I like to rail NKVD regiments to the finnish border and leave them there as border guards and turning them over to either the Leningrad front or STAVKA later, as I get some spare APs. But it happens often, that some of them or all don't get movement points int turn 2 and effectively become frozen, although not being marked as such in the commanders report. This makes it impossible to both move them or turning them to another command later.

Did I miss a rule here or is this a bug? I'm asking, because this is very annoying. Can provide savegames, if needed.

EDIT: With finnish border I mean the no attack line

That area is a "frozen" area early in the game. Any unit moving in there can move the rest of that turn, but after that, it won't be able to move until the area becomes unfrozen. The border along Rumania operates under the same rules if the Germans don't do what they usually do in terms of running a pack of Panzers down to the border.

Might be the reason, I'll see in a couple of turns. Now I need only figure out why some get frozen and others not.
