Now that I'm getting more and more into PBEM play, I now realize how important knowing what a given unit can, and cannot, see from a given hex. Is there a way to find out what a unit can see from a given hex during unit deployment? (Yes, I did check the manual, and if the info is there, I must have missed it.)

Yes. :)
During the deploy simply put your unit on the board and look around in the normal way (select the unit and right-click; the unit LOS will light the visible hex from that position).

If you don't like this position you can move in another hex this unit.

What is not possible is to check an hex without a unit in it.

I hope you can understand my english... :rolleyes:

I've found that I can take a scout (or any unit) during Deployment, and pop him around to various locations to get a 'lay-of-the-land' before I start dropping other units into their initial deployment. This requires that you re-select the scout and do the 'right click dance' to look around, as gnoccop mentioned.

Occasionally, if you're second to deploy, you can get a bead on enemy units before the game even starts. :) This requires that the start lines are closer than the visibility setting for the battle, or the vision rating of your unit. ;)

If the opposition places units that can be spotted in plan sight of potential enemy spotters it is a tactical decision, or an error. Either way, why would you feel the need to penalize yourself for spotting it? I tend to put a unit at key locations and check visability; if I don't want you to see it, I won't put the 88 AT gun there.
