Status: offline 		Just as the title says, I can't declare war on certain nations.

I'm playing prussia, it's 1812 and I can't declare war on france and spain. I have no treaties with anyone.

I've seen this before and assume it's a bug. Anyone know if it's a bug or a game rule that I'm not aware of preventing me from declaring war?

Status: offline 		Are you at war with another major power?  If so, is that major power fighting Spain or France?

I haven't been at war for like 3 years in the game, maybe a touch longer.
