My entire empire is paralyzed. Not because I'm being outsmarted by my competitors - I actually just took my neighbours homeworld - but because I have no fuel. Yes - there's not a a drop of fuel available anywhere in my 30+ colony early game empire.

I've specifically pointed out caslon deposits as targets for my constructors (which I have 15 of) because I knew fuel was going to be in shortage from experience. I'm claiming every bit of caslon I can, grabbing every single source I can get a hold of no matter how small or far flung it is. Still, it isn't enough.

My empire is vastly more powerful than anybody else - but I can't do anything. I can't even hunt down the pirates. This is really how it's supposed to play out?

15 constructors sounds about 5-10 too many. For me at least.
Also, early game 30+ colony sounds like an empire growing way too fast for private sector to keep up (may be part of the fuel problem here).
I personally play with second lowest colony prevalence setting (1-5 colonies early, 5-15 mid game) and I still run to fuel and material problems from time to time. Even when I do excatly as you and take every possible fuel source to use.

I know what you mean.

I had 90 constructors on a large galaxy just and still struggled to meet my empires demands.

They kept on trading it all away.

Fleets refuel from Resupply Ships anyway

Plus lots of automated escorts/frigates will also use them.

I placed a few in far flung corners of the empire for flexibility and to refuel the local ships.

Still don't help the freighters when your space ports and colonies are dry though.

If it is a right royal mess and commonsense won't solve it, then upload a save and bug report it.

Don't worry about the constructors - my economy can handle that just fine thanks to my conquest of the Sekurans. I'm up to 25 now in a desperate attempt to help the situation. You guessed it - it's not helping. I overbuilt constructors precisely because I recognize I'm growing exceedingly fast. There's nobody able to threaten me so I figured I should invest as much as possible into building up the economy = constructors galore.

Those constructors are practically the only non-automated things I've got moving around. All my fleets are forced to sit idle. I'm even paying off the pirates because I don't have the fuel to go after them. No problem - I've got endless gold. So, I have my constructors and around 10 escorts and 10 frigates patrolling. The rest of the fuel is being consumed by the private sector.

I just don't know what to do about it. It is a ridiculous situation seeing this giant almighty Sluken empire just... sitting... there.

Cookie monster, I read you suggesting imposing trade sanctions on empires - even if you don't dislike them - to make sure their freighters don't 'steal' your precious caslon. If that is the kind of measures you have to take just to make sure your fleets are even able to move, well... it just doesn't seem right. Broken.

Set the ''Refuel other empires ships'' option to something more restrictive

All these are good workarounds but indeed this is broken atm.

Like I said, I feel like a German tank commander; I am more worried about fuel than I am about the enemy.

I generally try to convert to the hydrogen reactors for precisely this problem. The fix is temporary though as the AI will convert eventually too, and then it is just Hydrogen that's rare (hydrogen rare in the universe, umm, right)

Yap, even if we face problems with the game itself it's good to take them also as challenges and see if we can workaround them. It increases our knowledge of the game mechanics as well as our OCD factor (yes, cookie, this is a stab at you )

I wonder what i must be doing differently, i never had fuel shortage since i got the game; not even once. I also trade with almost everyone so even letting others refuel at my bases don't cause me shortages. Maybe it's a race specific problem, i play human...

I almost agreed then saw the playing human part
Most of us play with human as well; also, there is no race speciffic thingy that could affect this that we know off.
How many sources for fuel do you have? You may have more than the rest of us.

It's fair to mention as well that I also ran into this only a couple of times and having more sources for fuel always solved this afaik.

make shure none of your space ports/bases are using fuel while idle.

i once had a similar problem when i retrofitted my small space ports and the new parts exceeded what the solar panels could supply.

There's something strange about these components...some will still work even without power. LRS is one example but I've seen other do that also.
Others will not work without power, as expected.

By race specific problem i mean things like designs or private sector priorities. If the private sector don't build enough gas miners, that might be the source of the shortages.

Even if it builds enough of them they choose their own resources to mine, it's one tool to help us learn what the AI thinks it's important but it's hard to monitor all those dozens of mining ships.

needs to be a way to build state haulers perhaps.  Or exapnsion to the private-state interaction

Yap, many of us requested it....or some way to let us hire them from the private sector. A restrictive and expensive way so that it can't be exploited.
