What is entered into the Delay field in the Task Force view. I assumed it was for the date delay of entry and used a YYMMDD format.

In the Ironman scenario, it is filled with a three-digit number (e.g. 270) for some task forces. Is this the number of days from the beginning of the scenario for when that task force enters?

In most cases delay may be entered as a date or a number of days. Up to xxx is days, then date. Not sure where xxx is but it is larger than the number of days in a scenario.

For most items, just try it. Should be OK.
