I know that Chungking automatically gets 300 supply points. If there is an enemy unit in the hex do these supply points still appear? I know that an enemy unit in the same hex stops other facilities from producing other things like aircraft, oil and weapons. Does this apply to the automatic supply points?

As no-one has thus far deigned to reply, I will take it on myself to do so.

The answer is no, a base captured by the opposing side will not provide any automatically allotted resources (supplies or fuel) until the side to which nationality the base belongs recaptures it. See Manual Section 15.6, p. 253. (Chungking is in fact the example the manual uses to illustrate the point.)

The presence of enemy troops at a base only stops the production of raw materials. Other industrial production continues for as long as access to the necessary raw material inputs is maintained. Auto supply is not dependent on anything but will only produce for the scenario designated "natural" owner of the base.

However, it is still beneficial to capture those bases to prevent the enemy from getting the 'free' supplies. Especially in China where the already starved Chinese units will likely collapse from the deprivation of supply.
