I vaguely remember reading that if a Corps HQ has a construction unit attached to it as an SU it will use it to help its individual divisions help dig entrenchments (not actually on map, just a bonus to their dig in ratings).

Is this true? Or have I wasted a lot of APs and effort assigning Construction Units to corps for them to mostly just sit around (although they sometimes have sent them out to help with railroad repair nearby, so it hasn't been a total loss).

yes

The same is true if attached to a higher HQ AND the higher HQ is within five hexes of the unit to be helped.
