Is there a chart or table somewhere that identifies the purpose of each and every asterisk?

Not as far as I know.
The only way is to scan all the docs/notes coming with updates/patches. But even then ...
Let's hope the sometimes mentioned AE wikis will be able to collect those bits and pieces.

Astrisks when located by Airfield, like this *Airfield means the airfield is overstacked with squadrons, if it is like this Airfield* then the airfield is overstacked with number of planes versus the amount of AV support.

I will totally ammit I may have these reversed or that they have been changed in a patch. But I know they mean something like this

One of my favourite asterisks is the one showing the location of the parent unit on plane transfer...

I do not think there is indication that base is short on Aviation Support (except red color in base screen). Also I am not sure, that "*" can be on the other side of text, but I have not actually took close look at that.
I think *Airfield indicated that Airfield is overstacked by number of groups, OR number of engines.

Also, in combat report:
When air unit have "*" it means it flies at extended range, or using drop tanks (and probably have lower efficiency).
