The scenario briefing says:

Does this mean that it shouldn't be played PBEM with a human playing the Soviet side?

It couldn't be more clear. But I understand why you ask so I will answer. The Soviet side has been set up and balanced for the PO. A human playing the Soviet side will get unfair advantages.
