Hanoi: The recent set of public trials of suspected Viet Minh agents and criminals is nearing an end. Testimony and confessions concerning assassinations, bombings, and political unrest in the French Indochina Colonies clearly indicate that the support structure for these orchestrated activities is the "lawless" enclave in Southeast China created by the political vacuum following the rout of Nationalist Chinese Forces across the common border by the Japanese. The Governor-General of the Colony has reportedly formally asked The Foreign Ministry in Paris for instructions and/or recommendations about how to deal with this cross-border insurgency.

The 1926 Imperial Conference ends disastrously for British Prime Minister Stanley Baldwin’s government. The passing of the Balfour Declaration results in key dominions becoming more openly critical of his foreign policy, with New Zealand taking a lead in advocating a more aggressive stance against the Japanese. Meanwhile, Canada takes the opposite extreme in advocating disarmament and pacifism. A number of the dominions, particularly Australia, Canada, and New Zealand, threaten to conduct their own foreign policy when it comes to Japanese aggression, up to including declaring war, or declining to do so. The agreement to fortify Singapore has little effect in negating the ill feeling when the conference ends.

At home, the Conservative Party is in crisis. The fallout from the Imperial Conference, combined with the 1926 General Strike, aggressive posturing from Italy, and unease at home over the ongoing Asian War weaken Prime Minister Baldwin’s government. Additionally, his Chancellor of the Exchequer, the ever-unpredictable Winston Churchill, embarks on a speaking tour calling for rearmament and restoration of the British Empire “the way it ought to be”, and openly supports the United States. His message receives mixed reviews with the British public and press. Baldwin privately calls Churchill a “traitor” and says he’d relieve him of his post had he not feared it would bring down his government. On the other side, former Labour Prime Minister Ramsay MacDonald is calling for elections to restore him as prime minister, calling for “peace and security through equitable treaties” among nations. Both Churchill and MacDonald are seen as cranks by the establishment, but in this period of British discontentment they cannot be ignored…

Paris: In the aftermath of treaty agreements signed today by both the French Republic and the Representatives of the Nationalist Chinese Government, The Foreign Ministry has made the following Policy Pronouncements concerning the state of affairs of the common border areas between the two Governments in Southeast China:

(1) China has asked for, and will receive, support to re-establish the common border between China and French Indochina. This support will include, but not be limited to, French Colonial Police and Customs Agents actively taking control, under Chinese Supervision, of both sides of border crossings between the parties. It is hoped that this action will help lead to the re-establishment of the legitimate Chinese legal authority over this region.

(2) During the interim period, and for the foreseeable future, French Colonial Military forces have been granted extra-legal status by Chinese Authorities for Chinese Territory that extends for a distance of 100 km from the common border. This action is deemed necessary to make up for the lack of manpower and support resources that are available from the Nationalist Chinese at this time.

(3) French Military forces have been granted freedom of action, as they deem necessary, to pursue enemy combatants and insurgents both within and outside the 100 km border area. Therefore, the French Foreign Ministry has announced that a Policy of "Poursuite de Chaud" now exists in the area in question. This policy will allow French Colonial Forces to pursue and destroy enemy combatants and insurgents who have established supply basis and sanctuaries in the border region.

Message delivered from the Empire of Japan to the French Foreign Ministry in Paris and the French embassy in Tokyo -

"The French Republic is reminded that the petition for the independence of the Guangxi autonomous region was recognized by Japan and the Greater East Asian Co-Prosperity Sphere on September 3, 1926. Whether France recognizes this reality or not is irrelevant - the fact is physically, politically, and militarily this area is no longer part of China, and considered a special protectorate of the Japanese Empire. Our local military commander has been granted complete freedom of action to protect the region from any incursion, and the French would be wise to stay south of the border lest an avoidable unfortunate incident occur.

The Viet Minh were a problem on both sides of the border, but fortunately they are no match for the Imperial Army. Security in Guangxi has greatly improved in the last few months. If the French require assistance in suppressing this common problem of ours, the Imperial Army can be sent anywhere into Indo-China on short notice - at their request, of course".

AFTER ACTION REPORTS FOR 12/05/26

The French troops crossed the border from Indo-China into Guangxi Province, Japanese Occupied China, at dawn. Quickly seizing all of the border crossings, they found them completely unmanned, everything neat and tidy. Establishing a perimeter about a mile from the border, scouts reported a Japanese ground force about 10 miles from the border. The troops unusual camouflage uniforms reveal they are probably SNLF troops. While they have established their own perimeter, they do not seem to have taken any extraordinary offensive or defensive action.

About 100 yards from the main border crossing is a hut with a large sign in front, reading in both Japanese and French “Command Post”. After painstakingly sweeping the area for mines and booby-traps, the hut is deemed clear. Soldiers then bring Brigadier General Dax, French Indochina Tonkin Division Commander, inside. He finds a single note found sitting on a table, with a vase full of native flowers, in the middle of the hut’s main room. The note reads, in French, “Welcome friends! We look forward to once again working with you against a common enemy, to reach our common goal of greater security to Southeast Asia!”

Gen. Dax, a hardened veteran of the Great War, read the note several times, before muttering a sentence that began with “What the…”, and ending with words that are unprintable.

In other news, two ships damaged in earlier engagements sank today. The US BB Rhode Island, torpedoed by SS No. 12 on 10/30, is now reported sunk. IJN DD No. 27, badly damaged in the first naval battle of the Dutch East Indies campaign on 10/11, finally foundered at Kragan.

Tokyo journal by Roland Hendricks, of Reuters:
Mr. Takamatsu eased himself into his seat for our usual meeting at our café.
“So…”, I began, “exactly what is going on in Southern China?”
Mr. Takamatsu shrugged his shoulders. “Nothing new. The French took over the Sino-Indochinese border like they said they would. Other then that, it’s been pretty quiet”.
“So…”, I started again, “does this mean you’re at war with France now?”
“Of course not, Mr. Hendricks, why should we be at war with France?”
“Well, let’s see, they just crossed into territory you claim is theirs. My sources tell me, and I had to use foreign sources since your newspapers are not reporting it, that you told them not to do that. So, exactly what is going on?”
“I already answered that question, Mr. Hendricks, nothing”.
After a long silence, I started again, “Alright let me rephrase the question…”
Looking a bit flustered, Mr. Takamatsu interrupted “Mr. Hendricks, will you give me permission to speak off the record?”
That was something new – Mr. Takamatsu never asked to speak off the record. I put down my pad and pencil. “Go ahead”, I said.
“The truth is, Mr. Hendricks, I truly do not know what is going on in southern China. When I heard the French had crossed the border, I too though that meant would mean war with them. But that assumption has proved false, and not only have my superiors not told me what is going on, but they don't seem to know that answer either. I am in the very unusual position of knowing less then you probably do about the situation. What do you know?”
Now we had two unusual things happen today. “All I know is, the French crossed the border expecting a fight, and there was none. They control the main border crossing now, and they too are wondering what’s going on”.
Mr. Takamatsu displayed a weak smile – ironically the first genuine smile I think he ever showed me. “Well, I can’t fault them for thinking either of those things”.
This was going nowhere, so I decided to change the subject. “How is the Emperor? The rumors are…”
Mr. Takamatsu interrupted me again, saying almost in a monotone “Our beloved Emperor is resting comfortably, recovering from what his physicians describe as a stubborn cold. Routine matters proceed normally. Should anything extraordinary arise, our beloved Emperor is fully capable of attending to it on the instant”. I noted Mr. Takamatsu’s plastered smile had returned, but his eyes looked very, very sad and uncertain.

Dateline, Hanoi, French Indochina: New reports from the nearby Chinese Border Region describe what appears to be a very unusual situation. Thousands of French Colonial and Japanese Imperial soldiers, armed to the teeth, facing-off within a short distance from one another under what seem to be surrealistic circumstances. No one present seems to understand how the current situation has developed, nor are they willing to make a prediction on what is next to come. Local traders and villagers freely go about their business in the shadow of two army groups that both seem to be going out of their way not to provoke a confrontation with each other.

...Adding to the surreal nature of the situation, last night, occurring at infrequent intervals but at least once an hour, maniacal laughter and inhuman screams could be heard deep within the jungle. New French recruits had a sleepless night, while the Great War veterans seemed to take it in stride. Tonight, the sound of scattered, distant gunfire, shouting, and even occasional artillery salvos could be heard. Again, the Great War veterans calmed the younger recruits, saying the firing is behind the Japanese lines, and aiming in the opposite direction of the French lines. Still, the situation is a bit unnerving. The following morning, December 12, a carrier pigeon flew to a perch on the hut dubbed the "Command Post". The message it carried read "We have the Viet Minh on the run! Stay exactly where you are, so they can't escape into Indo-China! You're doing great, comrades, thank you for your assistance!"

AFTER ACTION REPORTS FOR 12/21/26

This was an intense turn. Even though, significant combat was happening elsewhere, the big event involved my carrier and surface forces chasing the US Fleet west after the Naval Battle of Paramushiro Jima. My surface forces failed to make contact. But I got a break when the weather, which had been blizzard almost since Paramushiro Jima was invaded, cleared and I was able to launch carrier aircraft. I set Kiska as a waypoint, for no real reason other then I didn't want my ships to travel further west then that, leading to one of the most heart-pounding moments of the war for me thus far....

OK, that was way too close to being a disaster, and it almost cost me my only 2 carriers.

Weather conditions at Kiska had gone back to blizzard. The carriers detected the ships, but were unable to launch an airstrike. Fortunately, the fleets never getting less then 20,000 yards from each other. My guess is had the weather been anything else, I probably would have torpedoed some battleships, and the survivors would have in turn sunk the carriers.

We analyzed this battle after quite a bit afterward, as it was a bit unusual. Given the range, it looks like only the main batteries of the US BBs fired, scoring one hit on CL Kiso, injuring her considerably. The BB's secondary guns didn't come into range, neither did the US DDs or either sides torpedoes. The main batteries of my CAs and CLs were able to engage at extreme long range. My CAs made no hits, but my CLs, which could fire faster, landed some. The BBs apparently just shrugged these off, but DD Kennedy got hurt.

Here is a screenshot of the Battle of Kiska Island, which ended 5 straight days of naval combat in the Arctic. In terms of damage done, it wasn't much - just a Japanese CL and a US DD damaged. But with a major US surface combat TF operating in the same hex as a Japanese air combat TF, the stakes were very, very high. I never got to launch an airstrike, and his big guns never got within 20,000 yards, but on the other side of the coin every warship was able to make it home.

The following note was sent via an emissary to the Commander of the Imperial Japanese Forces on the border with French Indochina: "Sir, please accept the enclosed Gift of rare French Cognac as a gesture of trust and peace between our two nations for this New Year and beyond. Furthermore, I must take this opportunity to point out to you that attacks by anarchists on the Indochina Colony from sanctuaries in Southeast China have continued in the past month despite the presence of our Colonial forces on both sides of the border.

We require freedom of action in this region to deal with this threat, and in order to avoid an accidental incident between our forces, we must insist that Japanese Combat units in the region withdraw a distance of 200 km east of the common border at the earliest opportunity to do so. The emissary arrived back at French lines about 24 hours later. He stated that he observed lines and positions being taken pointing AWAY from the French. He was informed by the local commander, Captain J. Anami of the 81st Naval Guard Unit, SNLF, that two days ago regular Imperial Army units had engaged a large Viet Minh stronghold in a valley about 60 miles east (relative to our map). The stronghold was crushed, but in the confusion of battle it appears a sizable force escaped, and is fleeing back to Indochina in the direction of both of our forces.

Capt. Amani sincerely regrets his unit does not have more time to coordinate operations with the French. But he agrees with Gen. Dax that we should avoid accidental incidents, especially considering we may be going into battle with our mutual enemy within 24 hours. He urges the French Army to take necessary precautions in case some guerillas get through his lines. Once this crisis is passed, hopefully within two or three days, we can renew the discussion of free passage for the French Army.

As Gen. Dax ponders this message, the first cracks of gunfire and mortars are heard from the Japanese lines, clearly firing in the opposite direction of the French.

Meanwhile, in England…

As Parliament reconvenes after the Holidays, the sense of change is prevalent. Trying to head off the scheduled vote for dissolution of the government and new elections, the Conservative Party makes a proposal calling for the reshuffling of the government. Prime Minister Baldwin will become Chancellor of the Exchequer, a position he formerly held, while Winston Churchill will assume the title of Prime Minister. The resulting mayhem results in Parliament being called into recess for 48 hours for consultation among its members. The Labour Party is confident that all 191 of its members will vote against the proposal, as will most if not all of the 158 Liberal Party MPs.

With the reports of combat between the Japanese and French in China, and a Japanese landing in Indochina near the Siamese border, the pending votes in the British Parliament take on a new urgency. A classified memo is leaked to Parliament, that a squadron led by four Royal Navy battleships “had the Japanese in our sights, and could have licked them”, only adding to the tension. With the Conservative coalition holding the majority, the first item on the agenda is the ratification of the Baldwin-Churchill swap. The British Cabinet reshuffling ends up having some unintended consequences. Demonstrations break out all over England in favor of Churchill and Empire, and they compete with counterdemonstrations in favor of Ramsey MacDonald and disarmament. In the dominions, particularly Australia, Canada, and New Zealand, the affect is even more dramatic. All 3 enact the Balfour declaration, saying they will necessarily not follow Great Britain’s lead in foreign policy. Canada fears Churchill will drag them into another war. Australia and New Zealand, with their memories still fresh memories of the Churchill-led ANZAC disaster at Gallipoli, have little use for the new Prime Minister. When asked about these developments shortly after assuming his new office, coupled with the narrow margin in which he was elected Prime Minister Churchill smiles and says “it looks like I have quite a lot of work to do”.

(1) The French Republic formally declares that a state of war now exist between it and Japan. It will now formally petition the joint the Chinese-Dutch-American Command for inclusion and support.

(2) The French Republic has formally petitioned the British Commonwealth for assistance in repelling Japanese aggression against it's French Indochina Colony.

(3) The new British Prime Minister, Winston Churchill, formally receives the French request at 10 Downing Street with visible angst, according to those who were present but have asked to remain anonymous. The PM reported told the French Ambassador that the present Anglo-French Military Alliance specifically precludes either party from being obligated to provide military assistance in support Colonial Territories of either Nation. He also stated to his French guest that, even if he wanted to, potential Military action in Southeast Asia would entail the use of Commonwealth Forces in the Region, something that would require approval and support from member nations and territories. The PM did promise to raise the issue at an upcoming London Meeting of the Commonwealth later this month.

(4) The PM also indicated the GB was actively considering a series of unilateral policy initiatives that should make it very plain to Japan that continued aggression and belligerence in the Region would have a very chilling effect on Bilateral relations between the 2 countries. He restated that GB has publicly, and privately, demanded an immediate withdrawal of Japanese forces that had landed in Siam.

(5) The British Admiralty announced that Task Force #1004, containing many capital ships and their escorts, would soon be departing Singapore for a training assignment in the Hong Kong area. This Naval sorte is not meant as a threat to any other nation, but rather, as a demonstration of British support and well-being for the Crown Colony of Hong Kong. The announcement of this voyage immediate sent the HK stock market, which had been badly depressed on rumours of war, up a staggering 12% over a 2 day period of time.

AFTER ACTION REPORTS FOR 01/12/27

Japan declares war on France, stating its treachery in declaring war in the middle of joint military operations will be punished severely.

Japan's Foreign Minister assures his British counterpart that Japanese troops do not occupy any part of Siam, nor is there any intention to do so.

The Japanese Naval attache states that the Imperial Navy will take all necessary precautions to avoid any incidents when the Royal Navy crosses the South China Sea. He adds that due to the heightened military activity in the area it would be most helpful if Japan were advised in advance of the time the force will depart, and the route it will take. Because of the large amount of Japanese and neutral shipping passing there, the attache recommends the ships travel on a lowered state of alert (ie - escort mission instead of surface combat mission)

The British Foreign Ministry makes the following announcements:

(1) Task Force #1098 is currently about 1/2 way to Singapore. It is using main shipping lanes in the middle of the China Sea

(2) Due to continuing Japanese intransigence, the following changes in current policy will be effective immediately:

- All Military to Military contact & liaisons between Britain and Japan will be suspended immediately. This will include the current class of Japanese Junior Officers studying at the Sandhurst Military Academy. Furthermore, all Military attache's at Embassies and Consulates will require the presence of the diplomatic staff when conducting any communication with their Japanese counterparts

- Construction of any Japanese-ordered ships in British shipyards will be put on hold pending a national security review of the transaction

- Orders for any potential war-making materials (engines, guns, aeroplanes,etc) in British factories must be resubmitted for review by the Foreign Ministry

- Any new commercial contracts with the Japanese Government or business in excess of 100,000 pounds sterling must be submitted to the Foreign Ministry for review and/or approval

- Current restrictions on private shipyards and factories, both within Britain and the Commonwealth Territories, for contracts from Non-Japanese Countries or businesses are rescinded. This includes the removal of previous prohibitions on repair of Non-Japanese men-of-war within Commonwealth controlled ports and shipyards.

- The Foreign Ministry will consider additional sanctions and export restrictions to the Japanese Empire in the event that Japanese Military aggression in Southeast Asia is not immediately suspended.

- Plans that call for the integration of all Regional Military Commands under the auspices of the British Southeast Asia HQ will be accelerated, thus placing all Commonwealth Forces under a unified military command.


Full page ads appear in all Liberal and Labour alligned newspapers in British cities, as well as a number of Conservative papers. They also appear in the newspapers of most Dominion capitals and major cities.

The ad features a photograph of Royal and Imperial navy vessels operating together in the Medeterrenian during the Great War, and another photograph of Japanese and British soldiers celebrating after the fall of the German colony of Tsingtao. Below the photos is the caption - "We Were There For You!". Crossed British and Japanese flags are on all 4 corners of the ad.

Below the caption reads the following:

To the Honorable People of Great Britain and her Dominions,

A decade ago, alliances with certain European countires led Great Britain into the costliest war in its history. Defeat in this war would have put Great Britain's very survival at stake. The people of the Empire of Japan stood with most cherished friends, the people of Great Britain, and after nearly 5 years of endless suffering, the war was won.

Now, your friends in the Japanese Empire find itself in a very similar circumstance. Our survival is at stake. Our enemy has vowed to accept nothing less then "unconditional surrender". Recently, we were attacked without provocation by the French Republic, and they have joined our enemies.

Once again, the French are asking Great Britain to come to its rescue. The treaty of friendship between Japan and Great Britain predates any alliances made with France. While the alliance with France brought Great Britain years of war and suffering, the alliance with Japan brought you help in your hour of need.

And now, we have our hour of need. But unlike the French, we are not asking for you to shed a drop of blood on our behalf. You suffered enough during the Great War, and unlike the French, we can fend for ourselves. We only ask you this: Please do not interfere with our ability to defend ourselves! Two weeks ago, our relationship was sound. But your new Prime Minister, who has only been in office for a week after being elected by a thin margin, has already taken steps to poison our relations. We hope that our long friendship, and the honor of the British Empire and its people, is stronger then the wishes of one man.

Please, do not follow France into another ruinous war! Please, tell Churchill to leave Japan alone!

This Battle of Dutch Harbor was a disaster for the Japanese fleet. Although many US ships were sunk, they don't compare to the loss of the BB Kaga, BB Mutsu, and BC Amagi. I knew I was in trouble right from the beginning when I faced many more DDs then I thought were there, and the battle opened at 2000 yards. Kaga was hurt bad almost from the beginning, and I knew days before that BC Amagi wasn't going to make it to port. The loss of BB Mutsu was a bit disappointing, she actually made it to a size 3 port, where I had 6 ARs waiting, and promptly sank.

The Japanese Naval attaché at London Embassy is temporarily detained for "suspicious activities". He is released and given 48 hours to leave the country.

Also,

(1) Scotland Yard let it be known that it had discovered and disrupted a conspiracy to bomb various Japanese targets, such as the Embassy and several Commercial Enterprises that represent Japanese business interests in the Greater London area. The ring of saboteur want-to-be's apparently had ties to the local Cantonese Chinese Community, with stated goal of revenge for alleged atrocities inflicted by Japan on the Chinese people.

(2) Based on the apparent threat to the Japanese Imperial Delegation, Scotland Yard & the Foreign Ministry have issued new guidelines to ensure the safety of Japanese Government Representatives. Effective immediately, all Regional Japanese Consulates will be temporarily shuttered, and all activities previously carried out by the Consulates are to be consolidated at the London Embassy itself. Furthermore, all Japanese Nationals working at the Embassy will be restricted to living within a 10 mile radius of the Embassy grounds. Any plans for travel outside the Greater London area must be cleared with both Scotland Yard and The Foreign Ministry a minimum of 72 hours in advance. Planned visits to British Military Facilities, such as aerodromes, ports, and other military bases, must be approved in advance by the Ministry of Defense.

(3) Prime Minister Churchill, speaking in advance of next weeks British Commonwealth Convention, said that he remains adamant that Japan's aggression against French interests in Indochina "... will not stand". Furthermore, in the event that Japan does not withdraw it's military forces from French Indochina within the next week, the PM is prepared to seek Commonwealth approval for a list of unilateral economic sanctions against Japan in light of the League of Nation's impotence in the face of Japanese belligerence.


Japan reacts by shuttering the London embassy and all regional consulates, and ordering all diplomatic and military personnel out of Great Britain. All students are ordered to return to Japan at once, and a travel advisory is issued to all tourists. While Japan is not severing relations, all further communication will be through the League of Nations or through the British embassy in Tokyo. The safety of all law-abiding British and Commonwealth citizens within Japan remains the same as it always has been - internal security and a consistent foreign policy are not an issue in Tokyo. Japan looks forward to reestablishing normal relations with England once their internal situation improves.

(1) Reaction in Diplomatic circles to the sudden chill in regard to Anglo-Japanese relations has been a shock to the uninformed, but long-expected by those that have been watching the substance and spirit of the 1902 Anglo-Japan Alliance whither away over time. The non-renewal of the Alliance after the 1921 Imperial Conference and the debacle of the Disarmament Conference rendered the pact meaningless in the eyes of many. Coupled with the present day vagueness of Articles #1 and #2, many have thought that the Alliance has been rendered irrelevant by time. Expectations are that the Anglo-Japan Alliance will finally be "killed-off" at the upcoming 1927 Imperial Conference.

(2) Following the non-committal by Great Britain to the requests for immediate and direct military help from France, there a rumors of a French Diplomatic rapprochement with the Soviet Union.

(3) The Dutch Colonial Governor has been rumored to have made informal requests to both Australia and New Zealand to provide assistance in maintaining the Rule of Law in several parts of the Dutch Archipelago due to the Military crisis created by the Japanese invasion. Both Commonwealth countries were reportedly surprised by the request, and were not keen to provoke a military response from the Japanese in return for assisting the Dutch.

AFTER ACTION REPORTS FOR 01/27/27

Dateline: Geneva, Switzerland. Representatives of the Dutch & Australian Governments met independently with League of Nations Committee that oversees the control and governance of the former mandate territories in the South Pacific in order to inform them that the Dutch Government is temporarily ceding control of the Hollandia area in Papua New Guinea to Australia. The purpose of this act is to ensure Rule of Law in the territory following the Dutch Government's inability to support normal governance activities in light of the illegal Japanese invasion of the Dutch East Indies. A constabulary force of the Australian Military is now in the process of landing in Hollandia to re-establish normal functions of government per the request of the Dutch.

Australia would not have taken this action, according to the Australian Representative to the League of Nations, without assurance from the British Commonwealth for assistance and support in the event that Japan elects to contest this temporary transfer of authority by either diplomatic or military means.

Dateline London: In a public policy speech today:
(1) Prime Minister Churchill affirmed support for the actions taken by Australian to maintain the Rule of in Dutch control areas of the former mandates.

(2) The Japanese Empire must comply with the British Government's request for total withdrawal from French Indochina within the next 48 hours or face the prospect for further economic sanctions being voted upon by the Commonwealth Nations at the upcoming Imperial Conference.
