Was replaying the Norway scenario in the campaign. Took all of the victory points except Nasmos and was working on secondary objectives when the game went to marginal victory after turn 18 instead of 25. Not sure if this is a know glitch or if the AI just got tired of losing

I think if you need to get all the main objectives by 17 to get a decisive but don't get them then on turn 18 the marginal conditions are checked, since a decisive is no longer possible. As soon as you meet marginal conditions then the scenario ends or it ends on the last turn.
