Is it possible to switch the fortified unit/region to the bottom of the stack? Its difficult to see what units I have since the fortified regions are at the top of the stack and covering my main units. Please help!

Good question mate, I'm keen to hear the answer.

And the flipside is deception and surprise. I have found that fortified units sit on the top - and are hence useful for covering units you wish to keep a surpise (ie Tk/Cav/Mech)

AFAIK, there's no way to reorder units in a stack. Not sure it matters to the opponent, since they don't really see anything other than the aggregate value and, assuming detection level is high, (eg unit adjacent) they can see what units are in the stack and guess what is contributing what to the CV. Main beef I have is losing track of units in my owns tacks ;)

It matters for the Soviet player, because when you form a Corps, the HQ of that Corps will be the same as the top unit in the stack.

No way to re-order though that I know of
