What part of the Automation handles Resorts and Stations and their ilk?

I'm encountering a 'problem' where the game will ask me about building defensive stations, great and all, but is just building resorts and research and mining outposts as it likes.

I watched my imperial accounts go from 50k to 7k to -4 back to 3k in the span of 10 minutes while running at 2x. I was Displeased to say the least. Many bureaucrats died that week.

In the game options there is the "Ship building" option which can be set to manual, auto or suggest for ships and bases alike.

mining stations are always civilian unless im mistaken, you are paid by the civvies for them just like civilian ships, but research stations and resort bases seem to be automatically built by an construction ship that is on automate. and there dosent seem to be any settings for that.

personally i have never noticed it eating up a significant amount of my income, but i will have to check on my next game. usually the bonuses are worth the cost, even 8% can mean years of tech research depending on your preferred speeds, and resort bases usually are worth their weight in gold, unless you build them everywhere, plus i think they might be a little buggy still (something about ships only go to the newest resort base, but you still get credits for "visitors" to the other bases, plus some visitors don't like leaving). but i cant verify that to be honest because i usually don't spend much time watching resort bases.
