No, there's really no way of knowing whether a BT-10 armored car adds .001 or .003 to a CV. I think a lot of the upgrading of aircraft is done based on personal awareness of what good aircraft were, and from watching your pools to see what you are producing in quantity. I've played a LOT of WitE, and I do not bother manually changing aircraft types. I've not found it to be that important to my games. I would encourage you to worry mostly about Morale, TOE %, and Experience when you're wondering what to do with ground units. With air units, I would encourage you to worry about Morale, Fatigue, and Experience. I think that in the end, CVs are aggregated values based mostly on TOE% than any other single factor.
