I'm working on a big project 1940 battle of France at 2.5 km per hexa and at battalion level.
about proficiency what is the difference between force proficiency and the unit, in other way this set in the right page and this on left.

Is the final unit proficiency is = F. Proficiency X U.Proficiency ?

Force Proficiency's primary use is for determining the end of a turn - such that a force with a force proficiency of 50% will usually have fewer combat rounds in a turn than a force with 70%. 

Force Proficiency is also used along with the unit proficiency for determining the "new proficiency" of reconstructed units.  The two are averaged.

I'm not very proficient with proficiency, but in case no one else responds: I do not know if Force and Unit settings are related. Lowering either below 100 will increase the chances of failed Proficiency Checks, resulting in units or formations becoming unavailable for orders for the remainder of a turn, and possibly for subsequent turns. For example, in France 1940, give the Germans 100% Force Proficiency and the French 50%. The Germans should then be almost always available for orders, the French would be unavailable a lot. Playtesting will iron out tweaks, if necessary.

Force proficiency is related to how effective your overall force is. It is not related to unit proficiency except indirectly. One of the biggest effects of force proficiency is how long a player-turn will go. Turn burn is related to low force proficiency. A force proficiency of 70% is average. I wouldn't stray very far from 70% force proficiency. Doing so will have big consequences.

Strictly speaking, I think it's turnend that is related to force proficiency. Also, note that reconstituted units will return with a unit proficiency that is the average of their original unit proficiency and the force proficiency -- which is another consideration in setting force proficiency. If you set it at 80% or something, destroyed Italians are going to come back as pretty good units.

To answer the original question, I believe the formula is the sum of the weapons values * (2*unit proficiency+readiness+supply)/400 or something to that effect.

I tend to see that as meaning that unit proficiency will have a relatively muted effect on actual unit strength. So if you want to make proficiency dramatically affect the strength of the unit, start thinking 10-20% -- don't fart around making it 60% rather than 70%. The effect of that will be negligible.

Of course, units with low unit proficiency also become prone to evaporation, while of course very high value units will stick to attacks and cause turn ending.

Thanks a lot for your answers
and the difference between supply for forces and units?


Regarding my  project  it's big enough for example the map is 2.5 km per hexa
from the north of Antwerp to Paris , and from Normandie to German border to the east

regarding division 1 infantry division is approximately 14 units, depends of OOB of country but near this value
I'm trying to be historically accurate about OOB ( name and composition)  and positions on map 10 may 1940
I would like to create french belgium and UK army  , sorry but no  Dutch,  and german army of course
The map is 90 -95 % done
French army is finished ( just need to build air force)
I 'm working on belgium
