Can somebody explain the Default Axis Air Doctrine

If most players change these values a great deal, is the default any good? I don't see why City Attack is rated at 90% (highest) where, I guess, bombing cities is a lower priority compared to Air Superiority and Ground Support. Should the default values still be changed further to be a little closer to what players actually set them to or to what the actual Luftwaffe doctrine was at the time?

Doctrine percentage are not about priorities. They describe how big the particular type of air strike could be. Let's say you bomb some industry and code sets that to accomplish this task you need 100 bombers, if you set doctrine value to 90, it will try to build the strike consisting of 90 planes.

hmmm, I thought the manual said something about priorities

The air doctrine screen settings determine what, if any, priority will be given to the various types of air missions by the computer. It also determines that percentage of ready aircraft an air group unit needs in order to participate in any mission. These settings can for the most part be overridden by the player by manually selecting air group units to participate in a mission, however, the settings are critical for missions, such as interception, interdiction, and Partisan resupply, where the computer always determines the air group units that will participate. The percent required to fly setting is important, as air group units that do not meet the criteria will not be available even for manual selection by the player. Air Doctrine settings over 100 are allowed, although for percent required to fly, anything over 100 would mean no air group units would be available, resulting in no air missions of any kind being conducted. There are four types of air doctrine settings as follows:

I think now I understand better, reading again: interception, interdiction, and Partisan resupply, where the computer always determines the air group units that will participate.

these 3 do count as priorities?  because the computer decides, but something manually done, like City Attack at 90 has nothing to do with priority.

I think statement in manual is a bit misleading. Of cause it could be read as priority if you read this from the assets availability perspective. I.e. conducting strikes with high percentage will leave no assets available for the other tasks. But this assumes that you choose the order.
