T0: High Council

In the Matter of the Dhayut and boskerian problem we advise no direct millitary action unless fired upon. But If these two spieces continue there agressive ways there must be peneltys. We of the PTSM advise removing All ambasadors from These two races Thereby refusing to recongnize ther sovrentiy and initiating stiff trade Sanction up to an including a blockades of key stratigic resources and Millitary Construction Areas.

Based on the consensus of opinion I'll focus on the following areas for the next portion of the game:

- Strive for peace.

- Build the wonder on Kurilea 3.

- Colonise new worlds (we are currently building a Boskaran colony ship on Dourk so I might be able to grab the Zentabbia planet with this).

- Develop trade networks.

- Use part of the fleet to eradicate a Silver Mist outbreak.

- Focus on happiness techs and medical techs.

I've got to say there are so many things that I do differently when I play and I'm really enjoying getting to play the game outside my comfort zone. Thanks to all who have participated. Really enjoying this.

I'm anticipating this next portion taking much longer in game time. The other videos have typically been about 4 game-years apart. I'm guessing once this next episode starts it will be closer to 20 before I report back.

I won't get a chance to start playing this next phase for about another 12 hours after work so please keep the dialogue coming.

I have been briefed on our most recent intelligence and given assessments by our most experience specialists, and I must say that a different picture appears to be emerging. While several races that border the Boskaran and Dhayut are suffering for it, they appear to be holding their own. In addition, we have strong allies to either side of our borders, the Humans and the Shandars. Our own military leaders have placed our powerful fleets between the Boskaran and the Dhayut, ready to be launched against them should they visit violent action upon us.

Things seem not as bleak as they once did. Perhaps the Boskaran and Dhayut have seen their best days? If that is the case, then it might prove prudent to watch how events unfold for awhile longer. If we must, we will fight, but let's see if the rest of the galaxy needs direction first. They may not and, instead, be ready to share the load of Boskaran-Dhayut oppression. Thus, let us wait and see.

If we pursue this path of peaceful observation a while longer it will allow us to focus on another subject of great and joyful expectations. The construction of a biological complex that will surpass anything in our galaxy! A wonder for all races to see and enjoy its benefits. It will shed the pure light of prosperity upon whichever world it is built upon. I say it be erected on our greatest world to etch its name and our race upon galactic history: Secura, our ancestral home.

A message to our esteemed High Council of Elders;

Peace and harmony have always been our culture's goals, but that does not mean we are weak or cowards. The Dhayuts are disturbing the peace and tranquility of the galaxy by undermining our allies safety. Attacking them directly is not an option, for our citizens would object and our neighbors could abandon us leading to a reduction of reputation.

Let us move our fleet from the gas cloud into the Dhayut territory and park it near a colony, or maybe place a blockade on a important resource of theirs. If they attack us, so be it. We are just defending ourselves. They are the aggressors and we are the innocent victims of that aggression. No one would blame us and everyone would be eternally grateful for their elimination. This is just an idea for you to consider. Please disregard it if you do not feel bold enough. I must now return to the library and continue my reading of a very interesting novel; War and Peace.

To the most esteemed Elders,

To elaborate on the good council thus far provided from this, a most junior member, I would suggest the following and the more experienced among the Elders may craft a more specific plan if they are so desirous...

Send forth our fleets on a goodwill tour amongst the the planets and colonies of the Boskaran and-Dhayut empires. If they want a war we can have our other forces ready and available if they should attack this just and proper mission of peace. With luck they may provide us with the provocation and casis belli so necessary to affect a just and proper war for the further establishment of peace among empires... and our way of life.

The great space amoeba is on our side, amen!

Another, most junior member, humbly and respectfully addresses the council of higher elders:

Considering that two third of the criteria of judgement involves non-racial specific goals, namely population and economy, it might be wise to plant many seeds that will bear fruit in these directions.
It seems there are vast expanses of undiscovered troves of wealth, upspin and outward of our present locations. Explorer ships cost little, and can reveal much, in the way of potential new colonies.
I would recommend sending a good 10 new explorer ships to these areas, to seek out potential new colonies, and then build and deploy colony ships to start new settlements in these areas, almost entirely devoid of any military or relational threat.

Resorts are a good step in the "economy" direction, but attacking insectoid races will not help us reach the 80% combined threshold that is required to earn the permanent respect of the rest of the galaxy. Similarly, increasing diplomatic relations is but a part of the solution, while expansion must be considered of equal importance.

Esteemed Council Members,

Your poor servants in the Leentaar Civil Service are a little confused and would request a vote on a course of action regarding the Boskarans and Dhayut. There appear to be two different courses being discussed and we will need to know which course to take.

Do you vote for:

Option 1: Maintain a peaceful presence and try to draft the Boskarans and Dhayut into friendly trade relations.

Option 2: Take a gunboat approach and control the Boskarans and Dhayut through an intimidating show of force in their systems backed up with firm diplomatic warnings.

Chief Returning Officer,

My fellow happinesses seem to be a bit confused, or is it that they do not want us Securans to dominate the galaxy? I find it hard to believe that we will have 1/4 of the galactic population while mollycoddling everyone. All Securans (and I mean all, not just all good) positively detest bugs and these bugs practice forms of government that we find inimical and are a thorn in the side of galactic harmony and happiness. Lets squash them now while our deathrays have no match.

We at the PTSM have been informed the council is considering the blockading of dhayut and Boskarin Colonys to make our disaproval of thier agressive actions known. We support this Idea. The PTSM would also reconmend the construction of many small fleet. these fleets to be used incase the insects decide to get hostile to conduct raids on as many insect fueling and minning stations as posible therby reducing the insects offencive cappacity by Starving thier Fleets of Fuel and Other Supplys this might also spread out thier fleets reponding to mutiple small attacks preventing them from massing in one are or striking our own worlds

in closing we of The PTSM Support what is being called in the council as Option 2 and the PTSM again thanks the Council For thier time

Dear esteemed council members,

I may be a dissenter, but I would vote for neither option at this stage. Build the economy, build research techs and stations, and let other factions who are already at war fight it out.
Any resources we divert toward war, especially a long protracted war, will harm our happiness as well as our expansion. Also, we run the risk of challenging other races/factions who have mutual defense agreements. Two enemies are not so bad, but four could prove fatal.

If this were not the securans, I might think differently. However, it is the securans we have been destined to become, and we should act accordingly.
Note, I do not recommend making friends out of our enemies. I do recommend allowing other, more warlike factions reduce our enemies to smithereens and instead we tap the rich, unclaimed worlds which are still open for the taking.

Some of You On the Council Argue the Insects Are no longer a threat, that other goverments are handling them and it isnt woth the effort to intervene. I Understand your reserve, the insect are not The most pleasent of Races to deal with. but they are still sentient benings with the right to peace and harmony that is being denied them from thier goverments. Episode 7: Police Action

Wise members of the Leentaar High Council,

We, your humble servants, have sent various ships into the Dhayut territories with a view to perform policing actions and to stop aggression. A special Cruiser has also been designed to be able to operate independently and control the Dhayut supplies if the police action turns to open aggression on the part of the Dhayuts. Ten of these SpecOps Cruisers are in position at various Dhayut worlds. To date the Dhayuts have complained about our presence in their systems but have not retaliated.

Our police action may have caused complications with our other neighbours and our reputation has suffered slightly.

Our new trading partners, the Nazzilian Confederacy, is currently at war with the Dhayuts and this may present an opportunity to join them in battle. We had a similar opportunity some years back when the Dhayuts were relatively weak on the ground. This time their ground forces are growing and the battles to liberate planets will be harder.

The decisions we need to focus on at this meeting are:

1. Do we join the Naxxilian Confederacy in battle against the Dhayuts?

or...

2. Do we protect our reputation and withdraw from Dhayut territories?

The choice is yours, esteemed Councillors.

Great to hear that the capital ships with our super weapons do work, sorry for the confusion on that one.

Esteemed Elders,

The council is split. The Dhayut are not attacking us because they recognize the power of our harmony, even if they will not join it. While I have been reluctant to pursue this path, as I feel the Dhayut can be pacified at our convenience, I do not wish further dishamony within our council.

I have thus decided to join the majority. My advice is as follows. Proceed to blockade all the Dhayut worlds. In some cases, this may involved pacifying their space ports. If the Dhayut attempt to break our blockade, our ships should defend themselves. If this does not result in a Dhayut declaration of war, then we must embark on further pacification efforts by eliminating their ability to wage war against others through destroying their fleets.

Let us put an end to the disharmony caused by the Dhayut as quickly as possible, so that we may return to more important matters.

To the supreme council, my hope to provide a provocation to allow us a just and peaceful war was not taken as bait by our prime competitor.

I would go along with the removal of our Great White Fleet from the Dhayut territories for possible use in other actions. Those 10 ships available as a fleet I am sure would prove valuable to further our goals.

My suggestion is that Military councilor, Das123 be given the license as supreme military leader to use his forces as needed and sees fit with respect to the Dhayut for say the next 6-8 years. He may see an opportunity or not. As the old adage says to paraphrase - the best use of power is having the restraint not to use it... yet good luck is where preparedness meets opportunity...

To summarize- I would suggest removing the forces from the Dhayut and deploy forces for a possible war with them as Das123 sees fit until the next report period.

Dearest and most highly esteemed colleagues,

I realize my repeated voice of previously-deemed dissention may not sway anybody's mind; nevertheless, I shall cast my vote in the case that mass abstentions occur.

I fully believe in the responsibility to defend ourselves; I also fully believe in utilizing our strengths, first and foremost.
The reason we have established so many trade agreements has been our galactic reputation. Even our near all-powerful pink neighbors are hurting their own racial completion goals by making peace and trade with us, solely due to our previously noble reputation.
It is foolish at the least, to risk this reputation and risk engaging in a long-term war, which does not play to our racial strengths in any way.

If we do engage in an attack, we must carry it through to completion. However, that line has not yet been crossed. I do enjoy the dhyvan's absolute revulsion with our cruisers in their space, threatening their ports. And while I would like to see their government officials wither in embarrassment, there are better ways of accomplishing this than wrecking our reputation.

My biggest concern regarding our ability to achieve galactic leadership is an alliance against us, led by our currently pink amphibian friends toward the outer rim. We should guard our reputations.

I clearly wanted to engage in blockades in favor of the Naxxilians against the Dhayut from the start. This would have given us a political claim and wouldn't have hurt our reputation as bad. We place great value on our resonant example to others, and I concur it has been vindicated many times from the depth of our good fortune within the galactic community. And it is these relationships with other races that have made us strong, every bit as much as our own endeavors. We cannot thrive in a vacuum, my friends, though some would have you believe so. We live for contact with others, be they our own kind or those out amongst the stars.

The Dhayut threat is not going away until they are defeated heavily. If we wait, then they will get stronger. They already are since the last time I advocated for a response upon their arrogance. If you wish for them to come knocking upon our door before we act, be aware that they will not be so polite. Their arrival upon our empire will be the equivalent of a door being shattered as they bash it apart in their thirst for conquest and slaughter.

And while we wait, the Dhayut will rob us of our friends and allies within the galaxy as they inflict senseless carnage upon them, one by one. And even if the Dhayut are by some means contained by our allies, how will we look our galactic friends in the face, knowing we offered no hand of assistance? What sort of reputation will that develop for us? As I have said before, we may be creatures of harmony and light, but we are not cowards.

Honored Members of the High Council, in this crucial momen, I - "Voice of People" bring to You opinions of some more important citizens of our Paradise... This time I will present to You a letter from one of our ship capitans. The ship itself is stationed in one of Dhayut star systems.

"Dear High Elders of the Council,
I write to You in hope that this letter will allow me and others like I to finally act, instead of just looking. And even if it will not, than I hope that it will just let me simply not look at this wich I am forced to see each day.

When I heard my orders for the first time - to enter Dhayut star system I was, as a matter of truth more scared then happy about it. I was not prepared for war and killing, even if it comes to such low an ugly creacures as those insectoid. I confes that I was afraid of everything wich in my imagination was waiting for me in this place. Surley this will provoke a hostile reaction and my ship will be attacked by their fleets... But it did not happend. There was absolutly no hostile reactions, no hailing or anything. It was just as they did not saw me at all... When I saw on our sensors that few of their ships were closing in, afther few days of my presence here, then that was second time in my live when I got so scared that I had trouble with saying a word to my crew. If they would attack us, then propably our ship would be a history right now. But again - they did not attack at all. Instead of that, they just stayed in one place like us.
Unfortunatly things wich I saw later are so horrible that I have big problems of describing them... One day (despite the fact that we are in difrent star system, we decidet to keep our homeworld time on board the ship) a huge passager ship was flying near our ship, and suddenly its airlocks opened themselfs. In a moment we saw no less than twenty, very small and propably young Dhayut without any protection from space vacancy... A tragik accident I was thinking... But it was no accident - there was Dhayut public watching this "show" from inside and they looked to be very happy... I can not imagine such behavior... Those were young childrens... Yes, they were insectoids but such young...
Another day, when another civilian ship was passing by, we all saw two youn Dhayut forced to fight each other. Victorius one put defeted in rescue capsule. What happened next is beond my way of understanding. Obviously, the youn one did not wanted to do this - he tried to protest, but was unsuccesful and was forcet by older one to eject his beaten enemy right into a star...
Honored Council... How Dhayut can be a peacefull rase if as a young childrens they are treaten like that?! How they can believe in anything than war and violence? Let us stop that oppresive way of life... Let us fight, not for peace or our survival... Let us fight, so even the Dhayut may live in normal society... Now I understand... They are not agresors for other civilisations... They are the true victims of they own parents and grand parents... Let us free them at last. My hart is no longer fill with fear... Now my heart knows only urge to fight in the name of everlasting Paradise... Not only for us, but for everyone. Yes, including insectoids.
Therefor I ask You again to give us orders which would allowed us to akt now. But if Council decides otherwise, than let us go out of Dhayut systems and never force us to come back without a strong resolve to do what is our responsibility...

Council Members you speak of Reputaion, we all value this but how can we as moral and ethical sentient begins allow the dhayut to continue oppressing and enslaving others, including thier very own citizens, simply because it would reduce our reputation with others. we must act to bring harmony and liberty to the poor opressed dhayut crying out for freedom. let us not turn a away from our sacred duty to bring harmony to the galaxy. in closing Counciers let me state that the sword is drawn, let it not be sheathed until final victory over the opressors is Achieved, and may god proctect the right

The Dhayuts are very smart in recognizing our fleet superiority and not firing a shot in anger.......yet. The blockade on several of their planets might be just enough to make them lose their temper. Our reputation is still very good, we have not fired the first shot, the Dhayuts will only grow stronger and violate the peace of our neighbors, so we can't go home without giving this strategy a real chance.

Let's continue our strong posture in their territory for a few more years and see what develops.

High happinesses of the Council of Leentar,

I am known as Erethia Laurel Fireblade, I hope you find me agreeable. My Great Aunt sends me in her place as she is currently occupied with zero-gee lovemaking. Her message to you is simple - do not think about whether we go to war or not but rather about which world, or worlds, of the Dhayut we wish to capture. It is her belief that we will easily overcome their fleets. Her reservation is that all this dilly-dallying has allowed the Dhayut to build up their troops to the level that will make it difficult for us to make progress on the ground - indeed perhaps impossible in places - unless we build more transports. This is not looking like a quick war now and every bodybag which returns filled with Securan remains will fuel civil dissent. It would have been more honourable, and our reputation would have suffered less if we had just declared war rather than sneaking around as if we were Ketarov.

Now if one of you fine ladies would care to show me around the chambers I would be delighted. In many way I am very much like my Aunt.

Esteemed Council Members,

Our Assassin squads and Battlebots have been tested on the worlds of the Dhayut and have been most effective.

We now control many of the old Dhayut worlds directly including most of their larger planets, and the rest have declared subjugation status to us. They are a broken force. Their government has collapsed and they appear to be leaderless at present. A civil war rages now on their new home-world and the numbers are with the rebels.

Our reputation has suffered greatly and we declared war to give legitimacy to our cause.

The specific items we draw to your attention, wise and benevolent Councillors, are:

1. What should our response be if an independent Dhayut empire rises from the ashes of the old on Uttithan 2? Should we land troops immediately?

2. Our reputation has suffered a great deal. There are many pirates now in the galaxy. Should we use our SpecOps Cruisers to attack the weaker bases? The SpecOps Cruisers have both the fire-power and range to tackle this task as long as the pirate bases are unprotected.

3. Is there anything else we should address to enhance our galactic reputation and standing?

4. Our initial plans were to also reduce the offensive power of the Boskarans. Our ships and troops are now close by and we believe we have the capacity to take the Boskaran planets. Should we act on this now that opportunity presents?

Other items:
There is a Silver Mist outbreak near the Attuk planets. It has destroyed a number of colonies already including two of ours. Our 1st Fleet is in the area and will try to hunt this down. It has already destroyed one outbreak but is short on fuel.

Most excellent outcomes with our campaigns Das123!

We are flush from the successes!

I propose the following:

1- Leave the Boskarans alone- except that maybe we can make some demands of them to our benefit?

2- Wait and see about the emerging Dayut rebellion on the new home planet.

3- Attack one pirate element and note the results. If favorable, continue to attack them.

I would propose that at this juncture that the High Council be advised with a shorter report cycle since the dynamics are in a state of flux at the moment. I defer to the experts on the Silver Mist outbreaks as I have no personal knowledge of them, except to say that serious attention be paid to that situation.

In response to our leader, we advise:

On the first question: Yes, better that they be affiliated with us than start a new independent Dhayut empire.

On the second question: Yes.

On the third question: Yes, more foreign aid in the form of gifts to the other factions and more tourism and trade.

On the fourth question: No, the Boskara are no threat to us at present and it would seem wise to pause from our military adventures to recover our reputation and harmony. War is altogether too stressful to be maintained for long.

A vote of confidence in our leader for the decisive pacification of the Dhayuts.

Now, the matter of greatest concern for us is this news of the Silvermist. Did I hear the report correctly that two of our colonies have been destroyed?! This is horrible news if so and it should be a matter of the greatest urgency and priority to protect our citizens. Any and all available fleets should be directed to protect our colonies and eliminate the Silvermist infestation immediately!

Honored members of the Council, I am very glad to bring to You this report. I think that moust of us will be glad reading it...

Thanks to Your actions against Dhayut, I could finaly return to my home at Secura. I am no longer considered a traitor of "Our Way of Life" and I can again freely meet my family and old friends... All this thanks to Your brave decision to take my advices into action. If not this military action my talents as a troop commander would not be needet at all. I feel honored and I promise to serve our glorius and strong Paradise even with my life. Right now I am a commander of five batalions stationing on former Dhayut's capital planet. You can not imagine how much life standards have been lifted up since original, opresive regime was defeted. Of course, not everybody is happy about that. There are some Dhayut that went to underground and begun to fight with us. But it does not matter as majority is now not interested if fighting war, and small percentage is even openly support us, as a "Seeds of New Future". But in my opinion we should not fall into self-satisfaction to much. We must remember that there is another dangerous spieces not so far from our home - Boskarans... And, as I was taught on my warfare studies - we should strike as possibility arises. So maybe it would be wise to attack them right now while we are prepared to do so? But on the other hand, we have much more things right now on our shoulders. And those things are much more important than three planetary empire... Especially stopping Silver Mist contamination!

Also, it is in my opinion that High Council would listen to this Human's News Programm from one of the Dhayut planet which is now in state of open rebelion...

Over the 90% of its population is now under Securan Paradise occupation, its military power in space is nearly non existing, number of plandets and system under its influence has been reducet aout more than 70%, and now it seems that we have open civil war. We are now reciving voice transmision from Dave, who is already on planets surface. Dave, do You hear us?"

"Yes Brian, I can hear You loud and clear..."

"How is it looks there?"

"Well, right now it seems quite quietly. There is not much fighting and both sides are fortifying their possisions, althou from time to time we hear distant explosions and gunfire... But intensity of the fighting has been very low for the last twenty five hours, that is since rebel army managed to capture Torkoyesh - the biggest population center on this continent."

"So Dave, are You telling us that this rebelion can actually drive out official Dhayut authority?"

"Yes Brian, as for now the rebellion army was extremly succesful, and now they have control over more than 25% of the planet. At least this is what they say."

"And Dave, do we know what was the reason standing behind this uprising? Was it something specific?"

"Well, there are a lot of reasons, but the one which started all this fighting was resistance of Dhayut childrens, and their parents towards an old military tradition. In the past, when one of the Dhayut nest was loosing the war and had to surrender to its enemy, high ranking officers and civilian athorities were executing all oldest children in soldiers family. It was a punishment to them for not fighting well enough to win the war. As this planet become the capital of the defeted Dhayut Empire, new Leader demanded that every family which had a soldier fighting against Securan in a lost battle, will bring its oldest child to the sacrafical pit. But that was too much for them and for the first time in a history a group of dissapointend and angry citizens said a strong, uniten NO! to their rulers. Few hours later first fighting begun..."

"Than You Dave, let's just hope that they will be succesfull in declaring their independence from opresive government, and that they will be allowed to life in peace with everybody else in a galaxy"

Well done to all our fleet admirals and troop generals in completing their assignments.

Let us watch the rebels in the struggle to free themselves from Dhayut oppression. Other planets may follow in their path.

Rebuild our reputation with the elimination of several pirate bases.

I believe that the Silvermist problem has become serious. After a refit and refuel of our fleets, let us track it down and destroy it maybe furthering an increase of our reputation.

It would be a great relief to return to peace and harmony in our paradise.

Peace be with you all, my friends.
