In my current game, a red dot indicator is displayed. I suppose this is suggested target.
Is this a bug?

This is the attack target of one of your fleets. The red dashed line shows the path from their home base to the target, and the red circle shows the area that they will attack (seems to be everything in the target system).

This is explained further in the Galactopedia topic "Fleets" (under Game Concepts).

I forgot to mention that I'm no longer war with anyone now.
Around 2 or 3 weeks have passed since end of war but the red dot line is still displayed.
