Playing as the Dyhatts, the entire galaxy pretty much hates me for:

Embracing Way of darkness
Naturally hating you
Having a death ray
Having a Drunk, Xenophobic, Incompetent leader
Enslaving several races
Multiple assassinations
Multiple colonies within other sphere's of influence
Sabotage of a Bug Spray factory
Dinging a cruiser while reversing a Capital ship
Hoarding a few rare rescources
Not making a pot of coffee after the last cup



yet, despite of all that, the entire galaxy just sends me money then tells me to bug off.

The AI knows that it likes to attack the ones it has low reputation of. The AI also assumes that everyone else is just like itself, which is almost correct.

So if that nasty Dhayut empire is the menace of the galaxy with a world destroyer, do you really want to be at war with it? No. And if you are to be at war, you want to be in control of the timing. So how would you avoid a war with poor timing? By making sure he has a higher reputation of you than other empires. And how would you obtain that? By sending lots and lots of gifts to the Dhayut empire.

It makes sense, even if that is not the real reason...

I think they do it to make you think they are friendly and so will go and invade someone else, so if your military strength is higher than theirs they send you money.

My own Securan empire barely survived an attack by the next door Boskarans (I got a recovered high tech cruiser to my homeworld just as the Boskaran fleet arrived, which slaughted them. I love this game ). The naughty insects now regularly send me money rather than invasion fleets.
