One thing that has me stumped about the character system in Legends is how some of their skills come into play.

Often, most of the time actually, it is obvious, like for a colony governor '{military|civilian} ship construction speed' will boost the speed with which the according type of ship construction is accomplished. These skills are in turn boosted by the according type of ship being built at the governed colony. So these characters are best used at the place where the corresponding type of construction happens a lot.

There is a case that I do not know what to make of. In me latest, faurly fresh, game, the first colony governor to appear had '% increased mining rate'. This seems obvious: The character is supposed to increase the rate at which resources are mined at the colony. Now I have him sitting at a colony with a couple important resources for (as I perceive it) ages, yet the actual amount of the bonus/malus remains unknown. I am totally uncertain about whether I didn't give it enough time to show or whether there is something at work that prevents him to gain in the skill, may a bug in how that particular skill is handled.

The next question is, whether I put him at a good colony for his skill. This depends in part on what this skill applies to. Is it only the colony he governs? Or the entire system, or a certain radius around the colony? Most mining is performed on mining stations, after all.

First, I had him about a year at my home world, with numerous mining stations on the diverse planets and moons in that system. A system-wide boost to mining rate would come extremely handy there. When I got impatient, I sent him over to a newly settled colony with lots of luxury resources (which I also have on the home world, of course), a badly needed strategic resource, Chromium, which I hadn't come around to have a mining station built for, but no other mining bases to speak of in the system.

Not knowing what the bonus exactly does, how it is best honed, I'd like to know if there is some experience about this. Or some in-depth documentation about what this skill really affects.

Are there similar cases of skills whichs effects are in doubt or unkown? I wish there were a detailed description in Galactopedia.

I believe the mining bonus ONLY affects the colony he is stationed at, as he is a COLONY GOVERNOR, not other mining stations/colonies in the system, so if that's his only skill I would say put him on a planet that has a loro's fruit or some spice if you've colonized it, otherwise just prioritize, but it takes a while to transfer characters long distances so don't be too hasty in changing them around!

Yep, that is probably correct.

I played a bit more, and by now his mining bonus and a couple positive traits for the character in question have been uncovered. It took a, for colony governors at least, pretty long time for this to happen.

The next question is: what causes the 'Mining Rate' skill of a governor to rise?

For most skills, this is straight forward. My Empire Leader (Ackdarian, btw.) has Population Growth Rate and Civilian Construction Speed. The first of these skills rises by simply being at a colony. As they breed, the leader gains experience at encouraging them. The second gets a bump whenever a bunch of civilian ships is constructed. The two skills make a very nice package.

The problem with my Mining Rate governor is: that skill hasn't budged one bit for him. Simply being at a colony where mining is performed seems not enough for him.

There may be an oversight in the implementation of this skill. Or something special must be constructed at the colony where he governs, one of the mining ships (although those come from the space port)? In that case it would be prudent to put him on a colony where a lot of civilian construction is taking place. Right now, I have him at a backwater, although one with a much needed resource.
