F7 short cut key, High Tech Research field.
On the bottom of the page, there is a tech line for upgrading effectiveness of
research labs. On the tech line, the second one enables empire to build
Rusan Technology Installation. This is 480K cost project.

It gives the colony (Most likely you build on your home world) +50% development
and +100% research bonus on high tech field. For one time cost of 100.000 Credit
without maintenance.

50% bonus development on your home world is HUGE. Extra revenue civil and
tax can benefit is tremendous. 100K credit pays up really quickly. Its the larger
revenue that is more important not some small money.

100% bonus on high tech is huge too especially on early stage of the game given
that colonization is made available there.

With extra income and fast colonization, it becomes huge asset to achieve the victory.

The problem I see is that it is too easily done (I believe so), by just
quickly adding extra research star base to quickly saturate natural research limit
and reserve some 100K credit.

Question here is does AI empires saturate quickly the research natural limit or
understands the importance of galactic wonders...?

AI goes balls out for the wonders in most of my games. I usually play random race/government, 19 random races, and expensive tech, and unless I luck out with a good start chances are I won't see very many wonders. I've gotten the Trader's Bazaar twice, and the Universal Hive once.

the AI goes nuts for em, I've seen the same as Gelatinous. It's annoying as hell as I'm nearly finished the shipyards on my homeworld when the gizureans normally beat me to it.

means they don't care about it...? From what I read at the rest of your post it seems like so...?

Maybe empire with wonder should get hidden envy parameter from other empires. :D

Edit: AH ok. They do take.
But they don't see Rusan Tech Inst as much important as shipyard?
Ship yard seems pretty much useless given that you can build extra construction yard.

Ship yard is one of the most important. You can crank out colony ships much much faster and your warships much much faster.

Most AI will go right after the shipyard. Balls out means they will go after the wonders before anything else.

Colonize-able planet/moon type are limited and is highly situational dependent.
Also its not that they are going to be using war ships they've put money and resource quickly.
They build, not using and paying more maintenance.

After a while, Rusan seems to be out class Shipyard. What do you think? Do you have other favorite wonder of yours?

Yeah, I should have been more clear. I've never had the Shipyard. Every time I try, someone else gets it.

The Distant Worlds Galaxy is an unfair one, and much like earth it seems to be geography that really dictates how quickly you can get some advances. If you get a bad start, the AI will get that wonder before you. Almost every time.

I go after the shipyard, Rusan and then the weapons wonder right off the bat. Then I research a bunch of techs before going after the trading center one. Then I hit the medical and holographic on.

Rusna is almost a given in my games.

Yeah, AI doesn't seems to be aiming for Rusan.
So if 2 empires got started Rusan construction and one party have started 1 second late,
100K spent on the second party becomes wasted...?

Maybe second ones and third one should give also some effects but much lower ones.
