I'm not sure what you are reporting - sounds like you used to capture more enemy equipment in previous versions than with the current version.
This may be the case, in my human/human testgames with some manipulated Soviet movements to become encircled by the germans I routed/shattered/forced surrender lots of Infantry and armored divs/brigades but captured just about 400 mortars/guns/tanks.
Is this what you want to report/get fixed ?

Perhaps USSR didin't have anything else than just one 37mm AT gun for some 500000 soldiers! :)

So to be clear, you are saying that using the latest version the number of captured Soviet equipment is much smaller than in your previous games using earlier versions? What other versions did you compare against. Do you have any saves or screenshots you can show as a comparison?

I've tested it and see no anomalies with amount of captured equipment.

Do you run the game on the same difficulty levels?

Just in case to display list of captured equipment you should select nation on the right, ex. Germany.

difficulty level no change
I do not like the mechanics of the capture equipment, if the division with 300 tanks surrounded, in this case will captured 300 tanks, rather than 1-2 in perfect condition, or let them be broken and 298 after repairs are returned to the pool

Captured tanks are almost worthless. The Soviet early model tanks are completely obsolete. They have a high breakdown rate, and when captured breakdown rate is even higher with little/no spare parts available.

To give an example, I captured 92 T-26 tanks by turn 20. As at turn 20 only 9 were left. This when I am losing minimal tanks in battle, great majority of tank losses are from unrepairable breakdowns.

If you refer to our game, I recaptured some equipment from you; now as SU I have a pool of captured Soviet equipment ;) This might have affected your pools of captured equipment... I am not sure whether this behaviour is actually correct (maybe the stuff just could go to the main pool), but well, that's how the game works. Example screen below:

The amount of captured equipment in the game seems to be lower than real life but I do not believe the opposite should happen, with every piece of equipment in a surrendering unit to go into a capture pile.  ( If you are surrounded and will have to give up you don't just sit there; you destroy/sabotage what you have left )
