After a few battles he learned alot and they are positive. Its better then someone who just got 1 skill that is positive. Actually it depends on whether they are negative skills, or negative traits. Skills will improve given time/experience but trait negatives with no skill component will never improve. I had an admiral in one game who was to hopeless to keep. Six -10 trait negatives, and one skill, hyperjump speed which was also -8. Okay, decades down the track he may have got the fleet moving a bit faster (after slowing it down all that time) but his targeting, counter-measures, damages, etc negatives were never going to go away. Clearly better off with no admiral than this character.
