R means restricted I know, but what does the S mean?

I think the S denotes it is Static Restricted, as opposed to just restricted but I'm not sure

Bump, anyone? Airplanes are not Static restricted I believe.

The HQ they are attatched to is USN Fleet Air West, which is static restricted.
